CHKBLKFLD Check Blank Fields

The Check Blank Fields command checks all values for each field in a file to
determine if only blanks exist for character fields or zeros for decimal
fields. This is intended as a debugging aid to check if a program that 'adds
new records' is populating the correct fields. If only some records in the
file contain values, the field is flagged with a different code.
