The Copy Data Queue command copies the entries from one data queue to another.
Both non-keyed and keyed data queues are supported, but must be of the same
type, must have the same key length, and the same sender ID attribute. The
entries may be added to or replace the entries in the To data queue. The
QSNDDTAQ API is used.
