Shout a Message. Provides a method of sending a break message to a list of
users. If none of the users are active, a special value *FIRSTUSER may be
specified to send a message to the active user on the system that has the
highest user type (e.g. *PGMR). Useful for ensuring that critical system
conditions are recognized.
